Clinton & Non-Military Spending

When President Clinton came to town in 1993, total federal outlays for FY1993 registered a little more than $1.4 trillion, with the military outlays of $278.6 billion.  In his proposed FY2001 budget, total outlays would register at more than $1.8 trillion, with military spending coming in at $277.5 billion.

So from 1993 to 2001, while the GDP price index (i.e., inflation) will have run at about 14%, total federal outlays will have risen by 30%, with military spending actually down by 0.5%.  That means non-military spending under Clinton would jump by 38% from 1993 to 2001.

So much for the idea of a New Democrat-though it needs to also be remembered that the President was very much assisted by Republicans controlling Congress since 1995.
