The Pithy Clinton Tax Cut

The proposed Clinton budget for fiscal year 2001 includes 106 separate tax  increases.

When tallied up, it is estimated that the Clinton budget would cut some taxes by $351 billion over the coming decade, while hiking other taxes by $181 billion.  This amounts to a net tax cut of about $170 billion over the coming
decade.  Meanwhile the federal government is likely to spend more than $21.5 trillion of taxpayer money over the same decade. 

Based on these projections, Clinton's proposal comes in at a net tax cut of a pithy 0.8%.
